KIRKLAND, WA, June 4, 2010 – Home sales during May tapered off around Washington state following a surge of activity in April as buyers hustled to meet deadlines for tax credits.

Northwest Multiple Listing Service brokers reported 5,242 pending sales (mutually accepted offers) last month, a decline of more than 44 percent from April’s total of 9,438 pending sales.  Compared to twelve months ago when members tallied 7,160 pending sales of single family homes and condominiums, the volume dipped about 27 percent, but year-to-date figures show 2010 sales are well ahead of 2009.

Through five months, NWMLS members in 21 counties have notched 35,398 pending sales, outpacing the same period a year ago by 6,707 transactions for an increase of more than 23 percent.

“Leading up to its expiration, the tax credit caused a surge of home sales, but a surge can only be sustained for so long,” said Lennox Scott, chairman and CEO of John L. Scott Real Estate. “What we’re seeing now is a natural adjustment,” he explained, adding, “As consumer confidence continues to improve in the coming months, we expect to see the buyer pool replenish itself which should be followed by an increase in home sales.”  

Listing activity also sagged during May after strong upticks in March and April during the buildup before the incentives lapsed.  Brokers added 9,385 new listings to inventory last month, down nearly 17 percent from year-ago totals. The additions included 8,122 single family homes and 1,263 condominiums.

At month end, the area-wide inventory included 41,690 active listings, about the same total as a year ago when there were 41,318 residential properties for sale in the MLS database.

“Inventory is inching up compared to last year as more sellers are becoming optimistic that if they price their home competitively they will find a buyer in this market,” observed NWMLS director Dick Beeson, broker/owner of Windermere Commencement Associates in Tacoma. 

Beeson noted the “extremely low interest rate phenomenon” is expected to last through the summer and into fall, which he believes will help give a nudge to buyers that “no longer can look to the tax credit for incentive.”  He characterized the long-term effects of low interest rates as “very positive,” saying such rates make homeownership even more of a bargain than the price adjustments that have occurred over the last few years.

Frank Wilson, another MLS director and the managing broker at John L. Scott, Inc. Poulsbo, agreed the slowdown during May was due in part to the end of the incentive program, but noted overall activity so far this year is stronger than a year ago.  As the market returns to normal, Wilson expects home values may continue to decline in some parts of Kitsap and within some price ranges.

As an example, Wilson mentioned the waterfront category, noting it “continues to soften with the bottom hopefully in sight later this year.”  Conditions still favor buyers, he observed, citing low interest rates and “a lot of choices within the active inventory.”

Prices for home sales that closed last month declined about 3.6 percent compared to a year ago, but increased 3.4 percent from April.  The area-wide median price was $269,950, down from twelve months ago when the median price was $280,000.  Despite the overall dip in prices, ten of the 21 counties served by Northwest MLS had year-over-year price gains.

The volume of closed sales rose 27.3 percent from a year ago, rising from 4,154 completed transactions to 5,290 closings.

Commenting on the latest numbers, Northwest MLS director Bobbie Petrone Chipman said the statistics support her belief that the real estate industry will experience inverted first and second quarters due to the now expired tax credit.  “Whereas traditionally the first quarter of the year reflects a yawn and stretch of the marketplace as it awakens into a more boisterous second quarter, this year was shaken awake during the first quarter by the tax credit,” she remarked.   Petrone Chipman, the co-managing broker of Coldwell Banker Bain Tacoma/Puyallup, expects a slight lull for the second quarter.

 “As interest rates remain phenomenally low and inventory remains high, first-time buyers will continue to recognize the tremendous opportunity and benefit of owning their own home,” Petrone Chipman commented, adding, “Move up buyers may not see as much equity return on the sale of their homes, but they will benefit from purchasing homes that may have been beyond their means a few short years ago.”

Pointing to closed sales, Petrone Chipman noted year-to-date volumes are up significantly (more than 38 percent) when compared to the same five-month period of 2009. “This is an indicator that the overall 2010 real estate market is moving in a healthy direction,” she declared.  She also believes the Seattle area’s high rankings on various “best cities” polls are other reasons for optimism.  For example, she cited a recent report by editors of Kiplinger’s Personal Finance Magazine that ranked Seattle second among “10 best cities for the next decade” based on an assessment of vitality and growth potential.

Commenting on activity in Pierce County, where his office is located, Beeson said homes in the mid- to lower-price ranges are still the favorites of buyers, leaving many high-end sellers anxiously waiting in the wings for their day. He described the market as “steady” and “edging along” after the torrid pace of activity in late April as the tax credits were ending.

Beeson said research by the National Association of Realtors and the Washington Research Council indicates approximately 58,000 first-time homebuyers in Washington state used the tax credit. These sales generated $640 million in state revenue and $6.5 billion in state economic activity.

Nationally, a report by the Mortgage Bankers Association issued in mid-May reflected adjustments in activity coinciding with the expiring tax incentives. In a statement on May 19, Michael Fratantoni, MBA’s vice president of research and economics, said purchase applications plummeted 27 percent during the previous week and declined almost 20 percent over the past month, despite relatively low interest rates.

“The data continue to suggest that the tax credit pulled sales into April at the expense of the remainder of the spring buying season,” Fratantoni stated.  “In fact,” he continued, “this drop occurred even as rates on 30-year fixed-rate mortgages continued to fall, and at 4.83 percent are at their lowest level since November 2009.  However, refinance borrowers did react to these lower rates, with refi applications up almost 15 percent, hitting their highest level in nine weeks.”

KIRKLAND, Wash. (April 5, 2010) – Home sales around Washington state surged last month, with brokers reporting activity at levels “like we haven’t seen in a while,” according to the owner of a Seattle brokerage.  Northwest Multiple Listing Service members reported 8,605 pending sales during March for a 51 percent increase over the same month a year ago.

Notably, while entry-level home sales have been driving the market, brokers also reported strong activity at the upper end of the price spectrum. Last month, 91 residences (76 of them in King County) sold for $1 million or more; twelve months ago only 40 homes and condos fetched $1 million or more.

Pending sales (offers made and accepted, but not yet closed) in the four-county Puget Sound region rose 60 percent from twelve months ago, led by Snohomish County where the number of transactions jumped more than 77 percent.
NWMLS director Diedre Haines, regional managing broker for Coldwell Banker Bain in Snohomish County, said her network of three offices broke a nine-year old record for the most transactions in a single month.  She attributes the gains to several factors, including tax incentives and the return of jumbo loan financing, but also noted an uptick in activity for parcels of land.

“We are once again representing buyers in the purchase of both raw undeveloped land and platted lots,” Haines remarked, adding, “This is the first time we have seen land purchases in over two years.” Of the buyers, she said some intend to start building now and others are buying for investment.

MLS brokers also reported year-over-year increases in the number of new listings added to inventory and in the volume of closed sales.  Members added 12,994 new listings to the system last month, up 26.7 percent from the year-ago total of 10,252 new listings. 

Last month’s new listings included 11,041 single family homes and 1,953 condominiums. Those additions brought the total inventory to 38,716.  That compares to 39,825 total active listings at the same time a year ago, a decrease of about 2.8 percent.

Closed sales outpaced year-ago totals by a wide margin.  Members reported 4,972 completed transactions during March, a gain of 1,590 sales for a 47 percent increase.

Prices for last month’s closed sales of single family homes and condominiums (combined) were down about 2 percent system wide.  Since January, however, prices have inched up almost 1.8 percent.

Within King County, price changes from a year ago ranged from double-digit increases for homes on Mercer Island (up 26.9 percent), Central Seattle (up 14.9 percent), and Vashon (up 10 percent), to double- digit declines in some parts of South King County. 

“Homes that are positioned well – at every price range – are selling quickly,” commented NWMLS director Pat Grimm, the owner/designated broker at Windermere Real Estate/Capitol Hill, Inc. in Seattle. Among examples he cited was a Medina home that sold for its $2.35 million asking price in seven days. It drew three quick offers with escalation clauses. At the lower end of the price spectrum was a 2-bedroom Capitol Hill condo listed at $230,000. It also received multiple offers and sold for full price in three days.

Some buyers have to make offers on multiple properties before they win, but they’re still reticent about paying more than the list price, according to Grimm. He noted buyers are not waiving inspections, but said some bidders are doing pre-offer inspections.

“Sales activity is at a high level like we haven’t seen in a while, but still not the frenzy we saw a few years ago,” Grimm remarked, adding, “And that’s a good thing.”
Condo sales across the 21 counties in the MLS system showed significant improvement from a year ago. MLS members reported 1,199 pending sales last month, which compares to 645 sales for the same month a year ago for an increase of almost 86 percent.

Condo prices still lag year-ago figures. The median price for last month’s completed sales was $225,000, down about 7 percent from the year ago figure of $242,000.  Within Seattle, however, prices are up.  The median price for last month’s completed sales of condos in Seattle was $291,000, an increase of 5.8 percent from a year ago when the median sales price was $275,000.

“The Seattle surge has returned thanks to the opportunities that have been afforded to homeowners through the federal tax credit, historically low interest rates, and increased affordability,” observed J. Lennox Scott, chairman and CEO of John L. Scott Real Estate.  “As predicted, there is a surge of sales activity in the ‘more affordable’ price ranges which is causing a chain reaction of sales up the price points,” he reported.  Scott said he expects the momentum to continue in the coming weeks as the April 30 expiration of the tax credit approaches.

KIRKLAND, WA, January 5, 2010 – “Home for the holidays” took on special meaning for 4,399 buyers whose purchase offers were accepted during December, according to the latest report from Northwest Multiple Listing Service. That volume of pending sales was up more than 35 percent from a year ago and marked the best December since 2006.
Brokers say it’s a tough market, but point to several indicators for good activity during this year’s first quarter. “The distance seems great, but the direction is a good one,” observed NWMLS director Dick Beeson.
“With what our agents already have in the pipeline, I’m optimistic about a positive first quarter,” said NWMLS director Meribeth Hutchings, the broker at Windermere RE/Lake Stevens. “We had a very strong December and the momentum seems to be there to keep things moving,” she remarked, noting three agents were in the office on New Year’s Eve writing offers.

Shrinking inventory, the extension of the first-time home buyer tax credit, and favorable interest rates are among factors brokers believe will sustain activity.
“Affordability has never been better,” said Dick Fulton, a past chairman of the NWMLS board of directors whose career spans more than two decades. Fulton, the executive vice president at Coldwell Banker Bain, suggests would-be sellers list their property soon, rather than wait until spring, to take advantage of favorable conditions. With inventory much smaller than a year ago, sellers should benefit from more exposure to a good pool of buyers, he suggests.

Inventory area-wide is down about 15.6 percent from a year ago. At the end of December, brokers reported 32,152 active listings of single family homes and condominiums. For the four-county Puget Sound region, the number of active listings is down more than 18 percent, with Kitsap County reporting the biggest drop at 25.4 percent.
NWMLS members reported 4,711 closed sales during December, up 54.7 percent from the year-ago total of 3,045 when the holiday slowdown was compounded by record low temperatures and snow.

The median price for last month’s completed transactions, including single family homes and condominiums, was $265,000. That compares to a year-ago sales price of $285,000 (down about 7 percent). Compared to January, prices are down about 2.9 percent.

For single family homes (excluding condominiums), last month’s median sales price was $273,000. Twelve months ago it was $290,000, a difference of about 5.9 percent. Condo prices have dropped about 14.6 percent, from $263,475 to last month’s figure of $225,000.

Dick Beeson, owner/broker of Windermere Commencement Assoc. in Tacoma, said the market is “chugging along,” despite hurdles associated with the lending market, appraisals and foreclosures. “The hardest part of the process still remains the uncertainty of the lending market as banks continue to ratchet up the qualifications and criteria for borrowers. Appraisals are difficult because even if the value comes in at the purchase price many lenders do a second review of the appraisal and find fault with the outcome, therefore creating a problem for buyers and sellers.” He also noted the large volume of foreclosures has driven down prices – something he believes will persist throughout much of this year.

Beeson also said he does not expect much sales action as a result of expanding the tax credit to qualifying repeat buyers because many owners have little or no equity in the homes to use to move up. “First time buyers will still lead the charge in sales,” he suggests.

KIRKLAND, WA, December 3, 2009 – Home sales continued to outperform year-ago totals and prices continued to show signs of stabilizing, according to the latest report from Northwest Multiple Listing Service. Brokers credit move-up buyers as one factor for the positive activity.

“This winter will not be ‘business as usual’ for the housing market,” proclaimed the CEO of one brokerage while expressing optimism for 2010.

Pending sales for November tapered off from October’s surge during the rush to beat a looming tax credit deadline, but compared to November 2008, home sales jumped more than 31 percent. Members notched 4,888 pending sales (mutual acceptance of an offer) last month, which compares to 3,727 pendings for the same period a year ago.

Pat Grimm, a member of the NWMLS board of directors, said the strength of the first-time buyer market is no surprise. “What has been surprising is the strength in the move-up market,” he remarked. First-time buyers led the market recovery, according to Grimm, the designated broker at Windermere RE/Capitol Hill, Inc. “Move-up buyers have definitely picked up the baton,” he exclaimed.

Closed sales of single family homes and condominiums (combined) for November outgained year-ago totals by an impressive 76 percent, rising from 2,937 completed transactions to 5,168 closings across the NWMLS service area. Last month’s total number of closings (5,168) exceeded the number of pending sales (4,888), a ratio that had not occurred since October 2008.

The median sales price area-wide was down about 7 percent from a year ago, the lowest percentage decline all year. Prices had been off every month this year by double digits until June (down 9.5 percent) and August (down about 8.8 percent), but for past three months the decline has been under 7.5 percent.

Grimm described the market within Seattle as “strong,” noting stable prices during much of the year and a brisk pace of activity. “The shift was made away from a buyer’s market early this year into a balanced market, and in some areas close to the city core, it’s a seller’s market,” he commented.

Inventory for the MLS map areas encompassing Seattle is down more than 16 percent from a year ago, while pending sales jumped about 33 percent. For single family homes (excluding condos) within the Seattle map areas, inventory declined 20.6 percent from a year ago. The median selling price of $399,995 is 3.6 percent less than twelve months ago.

Inventory area-wide is at its lowest level in nearly two years. At the end of November, brokers reported 36,266 active listings (30,084 single family homes and 6,182 condominiums) across the NWMLS market area. That’s down from 43,584 active listings in the system twelve months ago, a drop of nearly 17 percent. Not since January 2008, when brokers represented 34,950 home sellers, has inventory been that low.

“This winter will not be ‘business as usual’ for the housing market,” said Lennox Scott, chairman and CEO of John L. Scott Real Estate. “Thanks to historically low interest rates, adjusted home prices, and the passage of the extended/expanded tax credit, we are getting a running start on the New Year,” he added.

(Last month, Congress passed new legislation that extends the first-time home buyer tax credit of up to $8,000 to buyers who purchase by April 30, 2010. The legislation also authorized a tax credit of up to $6,500 for qualified repeat home buyers.)

Holidays can be favorable time to buy, sell
Although seasonal slowdowns are typical for housing activity, industry experts say now can be a good time for both sellers and buyers. Buyers tend to encounter less competition for the most desirable homes. Also, qualified buyers can expect above-normal attention from service providers who are experiencing a slowdown in their business, including lenders, home inspectors, appraisers and title companies. Lenders may even be willing to extend very favorable mortgage terms or forgo some fees as they vie for business.

Agents are able to devote more time to clients and the smaller selection of homes on the market. Sellers can also benefit from showcasing their homes with tasteful holiday decorations, although home stagers caution them to show restraint and not overdo the décor.

Other advantages may be faster closings by lenders who are motivated to add transactions to their 2009 books, and tax deductions.

Northwest Multiple Listing Service, owned by its member brokers, is the largest full-service MLS in the Northwest. Its membership includes more than 24,000 brokers and agents. The organization, based in Kirkland, currently serves 20 counties in western and central Washington. Ferry County is now part of Northwest MLS, becoming the 20th county included in the monthly statistical reports.
